Administration Division
Administration Division provides the services
necessary to take care of PFRES employees and facilities. They provide the support
necessary for the other divisions to operate efficiently.
Administration Division functions include personnel
administration, payroll, logistics, information technology and
emergency management.

Sunshine M. Torrey

Mrs. Torrey began her service with PFRES in June of 2010.
A native of Prentice Park, Mrs. Torrey brings extensive
experience in logistics, contracting, acquisitions and
research analysis, as well as child/adult education. Mrs. Torrey is
responsible for analysis of fire department operations
and management, strategic planning and grant
facilitation. Mrs. Torrey holds a Bachelor's Degree
(Public Administration) from Norfolk State University, A
Master's Degree (Criminal Justice with a concentration
in Administration) from Saint Leo University, and is
currently pursuing a Doctorate (Public Administration)
from Walden University.

Administrative Battalion Chief
Battalion Chief Earl Fly

Battalion Chief Fly has served PFRES since 1972
in multiple suppression companies, and district
battalion assignments. He is responsible for various
personnel and administrative duties, apparatus
acquisition and manages all PFRES facilities.

Deputy Coordinator for Emergency Management
Battalion Chief William Campbell
|
 |
Battalion Chief Campbell entered service
with PFRES in 1986. He served in various engine company
and district battalion assignments prior to his current
assignment. Battalion Chief Campbell is responsible for
disaster planning and response for the City of
Portsmouth and oversees operation of the Emergency
Operations Center during natural and man-made
emergencies. Battalion Chief Campbell received an
Associate's Degree (Fire Science) from Tidewater Community
College, a Bachelor's Degree (Organizational Resource
Management and Leadership) from Bluefield College, and a
Master's of Science Degree (Executive Fire Service
Leadership) from Grand Canyon University.

Logistics Officer
Lieutenant Michael White

Lieutenant White joined PFRES in 1995, serving in
various suppression companies. He is responsible for
acquisition and management of logistical supplies for
the department and assists with budgeting and apparatus
acquisition. Lieutenant White holds a Bachelor's Degree
(Business) from Virginia Polytechnic Institute.

Information Technology Officer
Master Firefighter Richard Long
|
 |
Master Firefighter Long began service with
PFRES in 1994. Prior to his current assignment, he
worked in various suppression assignments. Firefighter
Long purchases and maintains all information technology
hardware and software used by the department. He acts as
liaison with numerous local and state agencies
coordinating information transfer of department
activities required by the Commonwealth of Virginia. |
